The term is generally applied to behavior within civil governments, but politics has been observed in other group interactions, including corporate, academic and religious institutions. I keep going through my book and the only terms it has are illusion of saliency (which has a definition that doesn't seem to fit this question) and illusion of central tendency which it doesn't explain at all.
